English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent study of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and using savings to weather growing fiscal pressures.”

Specific Cases of Proposed Sales

One local authority in southeast England announced its asset disposal plan included the sale of a retail complex in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise local levies next April to address the rising cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities recently further found local finances being strained by the growing number of children and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the study revealed.
